The Resource Center has been providing services to persons with disabilities in the Chautauqua County area since 1958. From our humble beginnings as a gathering of parents and concerned citizens who wanted to provide educational and training opportunities for persons with developmental and intellectual disabilities, The Resource Center has grown into a comprehensive agency providing services to thousands of persons with all types and levels of disabilities.
 
The Resource Center is the largest non-governmental employer in Chautauqua County with more than 1,300 employees on its payroll.

Behavioral Health Clinician

Professional

RESPONSIBLE TO:Program Manager

FUNCTION:

To provide treatment, support, advocacy, and linkage to individuals enrolled in the Personalized Recovery Oriented Services (PROS) Programs, Home and Community Based Services (HCBS), Community Oriented Recovery and Empowerment (CORE) in an effort to empower individuals to become more involved in their personalized recovery goals. The Behavioral Health Clinician- Professional will also provide education and advocacy to individuals and family members as directed by individualized treatment. This position is a supportive member of the interdisciplinary team.

SPECIFIC DUTIES:

1.Performs initial intake and assessment/evaluation through the process of individual interview, interview of significant others and review of previous records, if available, for the purpose of gathering pertinent information to complete the assessment.

2.Develops a Treatment Plan to address specific identified needs which may include, but are not limited to: psycho/social (interpersonal) skills, self-esteem, depression/suicidal ideation, symptom control, anxiety and independent living skills.

3.Provides social work and other specialty interventions through individual, joint or group counseling.

4.Documents each individual session and writes progress notes based on each individual contact. Notes are to include progress toward long- and short-term goals, changes in Treatment Plan and other significant events.

5.Performs case management services for individuals who are found to need case management intervention. These services shall include, but are not limited to, treatment and community referrals, advocacy, psycho-education and crisis intervention.

6.Performs periodic evaluations to establish patient needs and determines how identified needs can be met.

7.Acts as liaison with other agencies and departments mutually involved in the individual’s care.

8.Completes discharge paperwork within regulatory requirements.

9.Serves as a coordinator of services for a caseload identified by the Behavioral Health Services Program Manager, including participation in Team Meetings, Assessments and Treatment Plan formulation.

10.Provides specific assessments within scope and expertise to individuals enrolled in behavioral health services.

11.Meets all quality and productivity standards as defines by management and regulatory / funding entities.

12.Assists with Peer Review Board representation, community living exploration in the individuals’ environment maximizing supports that occur naturally

13.Serves as an advocate for family members, legal/forensic support, and outreach and engagement efforts.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Comprehensive knowledge of mental health and the Psychiatric Rehabilitation Model. Ability to communicate effectively, both verbally and in writing. Must be self-directed and self-motivated. Must possess a strong understanding of the person-centered approach and possess knowledge of or ability to learn the philosophy of empowerment. Must be well organized, demonstrate the ability to manage time effectively and demonstrate ability to maintain accurate records. Must possess excellent written and verbal communication skills, including the ability to effectively communicate with individuals, families, clinicians and others involved in the provision of mental health services and community supports willingness and interest in providing direct service to those diagnosed with Severe and Persistently Mental Illness. Valid driver’s license and acceptable driving record according to guidelines established by The Resource Center’s insurance carrier or equivalent accommodations required. Physical condition commensurate with the demands of the job.

MINIMUM QUALIFICATIONS:

Professionalclinical staff are those who are qualified by credential, training and experience to provide supervision and direct service related to the care or treatment of persons with a designated mental health diagnosis.

Professional / Non- LPHA (SG 18)

Creative Arts Therapist(CAT)– Provisionalwho is currently provisionally licensed as a creative arts therapist by the New York State Education Department, or who has a master's degree in a mental health field from a program approved by the New York State Education Department, and registration or certification by the American Art Therapy Association, American Dance Therapy Association, National Association of Music Therapy or American Association for Music Therapy; OR

Mental Health Counselor (MHC) – Provisional whois currently provisionally licensed as a mental health counselor by the New York State Education Department with their limited permit; OR

Marriage and Family Therapist(MFT)- Provisional who is currently provisionally licensed as a marriage and family therapist by the New York State Education Department; OR

Psychoanalyst – Provisional who is currently provisionally licensed as a psychoanalyst by the New York State Education Department; OR

Social Worker (MSW)who have obtained a master's degree in social work from a program approved by the New York State Education Department may be considered professional staff for the purposes of calculating professional staff and full-time equivalent professional staff; OR

Credentialed Alcoholism and Substance Abuse Counselor (CASAC) whois currently credentialed by the New York State Office of Alcoholism and Substance Abuse Services; OR

Rehabilitation Counselor who has either a master's degree in rehabilitation counseling from a program approved by the New York State Education Department or current certification by the Commission on Rehabilitation Counselor Certification; OR

Therapeutic Recreation Specialistwho has either a master's degree in therapeutic recreation from a program approved by the New York State Education Department or registration as a therapeutic recreation specialist by the National Therapeutic Recreation Society; OR

Occupational Therapistwho is currently licensed as an occupational therapist by the New York State Education Department; OR

Pastoral Counselorwho has a master's degree or equivalent in pastoral counseling or is a Fellow of the American Association of Pastoral Counselors; OR

Note: other staff may be included as professional staff with the prior written approval of the NYS Office of Professions, when such individuals have specified training or experience in the care or treatment of individuals diagnosed with mental illness. Such staff may include, but are not limited to, persons who are registered or certified by the United States Psychiatric Rehabilitation Association (USPRA).

Selected candidate must successfully complete a Drug Screen, Criminal Background Check and be cleared through NYS Justice Center.

This is a position that is exempt from overtime provisions of the Fair Labor Standards Act. As an Exempt employee, incumbent will receive an annual salary commensurate with assigned responsibilities and salary classification; however, incumbent is expected and required to work as many hours as necessary to fulfill job responsibilities.

MINIMUM QUALIFICATIONS:

Professional – Licensed LPHA (SG 19; 20; 20 +5%)

Professionalclinical staff are those who are qualified by credential, training and experience to provide supervision and direct service related to the care or treatment of persons with a designated mental health diagnosis.

Lead Licensed Behavioral Health Professional,who qualifies a Licensed Mental Health Counselor (LMHC),Licensed Marriage and Family Therapist (LMFT), Licensed Master Social Worker (LMSW), Licensed Psychoanalyst, Licensed Creative Arts Therapist (LCAT), or Licensed Clinical Social Worker (LCSW) and possessestwo (2) years’ experience working with the severely and persistently mentally ill will receive an additional grade level increase (SG 19 to SG 20, or SG 20 to SG 21) when selected as a Lead Therapist. This role works under the direction of the Assistant Director, Behavioral Health and the management team, within scope, to provide problem solving and on-site clinical supervisory tasks.

Licensed Practitioners of the Healing Arts (LPHAs)are practitioners possessing a license fromthe New York State Education Department who are qualified by credentials, training, and experience and shall include the following:

Salary Grade 19

Licensed Mental Health Counselor (LMHC) who is currently licensed as a mental health counselor by the New York State Education Department; OR

Licensed Marriage and Family Therapist- (LMFT) who is currently licensed as a marriage and family therapist by the New York State Education Department; OR

Licensed Master Social Worker (LMSW) who is currently licensed as a master social worker (LMSW) by the New York State Education Departmentand is supervised by an LCSW, licensed psychologist, or psychiatrist employed by the agency; OR

Licensed Psychoanalyst – who is currently licensed as a psychoanalyst by the New York State Education Department; OR

Licensed Creative Arts Therapist (LCAT) Provisional who is currently licensed as a creative arts therapist by the New York State Education Department, or who has a master's degree in a mental health field from a program approved by the New York State Education Department, and registration or certification by the American Art Therapy Association, American Dance Therapy Association, National Association of Music Therapy or American Association for Music Therapy; OR

Salary Grade 20

Licensed Clinical Social Worker who is currently licensed as a clinical social worker (LCSW) by the New York State Education Department; OR

Salary Grade 20 + 5 %

Licensed Clinical Social Worker- R who is currently licensed as a clinical social worker (LCSW-R) by the New York State Education Department. As per NYSED: To secure a licensed clinical social worker psychotherapy "R" privilege in New York State you must:

  • be a licensed and currently registered New York State licensed clinical social worker;
  • meet professional work experience for the privilege; and
  • file an application for the privilege and the other forms indicated, along with the appropriate fee, to the Office of the Professions at the address specified on each form.

The following professional titles meet criteria for service delivery in PROS, but are not in the current grading structure for this job descriptions.

Nurse Practitioner or Nurse Practitioner in Psychiatry who is currently certified as a nurse practitioner by the New York State Education Department; OR

Psychologist who is currently licensed as a psychologist by the New York State Education Department; OR

Registered Professional Nurse who is currently licensed as a registered professional nurse by the New York State Education Department; OR

Physician Assistant who is currently registered as a physician assistant or a specialist's assistant by the New York State Education Department.
