GENERAL DESCRIPTION

Assist with timekeeping operations for sworn and civilian personnel.  Identify errors, initiate action plans to address errors, and ensure payroll entries are in compliance with Department of Labor requirements. Work to ensure citizens receive on-demand services, including telephone support; assistance with permit applications; billing inquiries, and customer service inquiries.  

SUPERVISION EXERCISED

This position is not a supervisory position. However, the position may exercise technical knowledge over areas of expertise.

IMPORTANT AND ESSENTIAL DUTIES

Assist staff with information on entering vacation, comp-time, sick time, and other types of leave.

Support Command Staff with entering intermittent military leave time into the timekeeping system.

Assist with payroll corrections and timecard approvals in the absence of Command Staff or as requested.

Work closely with Human Resources (HR) and Command Staff to submit timely personnel action forms for all police employees to HR.

Accomplish end-of-month billing for police recoverable services.

Assist Executive Assistant with requisitions, purchase orders, and bid issues as required.

Coordinate the Department Secondary employment process.

Answer alarm related calls from citizens and work directly with the vendor to resolve alarm issues.

Coordinate with Finance and Municipal Court to ensure the alarm ordinance is enforced appropriately.

Coordinate suggested changes to the alarm ordinance with the Chief of Police.

Coordinate all entry access points to the Police Department, including but not limited to: proximity card issuance; programming of door locks; communicating work orders to Facilities Maintenance.

Assist Criminal Investigations Division with secretarial duties when their primary secretary is absent.

OTHER JOB RELATED DUTIES

Perform other job related duties and responsibilities as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

City Ordinances as well as state and federal compliance regulations regarding the Family Medical Leave Act (FMLA) and the Fair Labor Standards Act (FLSA).
    
Records Management System, Computer-Aided Dispatch, and City of Abilene forms.

Skill to:

Appropriately manage requisitions and purchase orders.

Type accurately, address customer needs, and maintain appropriate accounting information.

Communicate with outside alarm vendor and appropriately maneuver their website.

Process required paperwork associated with payroll and alarm management.

Ability to:

Maintain a high level of confidentiality and handle sensitive situations and documents.

Professionally and clearly communicate both orally and in writing.

Navigate within the timekeeping system and assist users in resolving issues.

Proficiency in using a variety of computer software applications, specifically MS-Office Outlook and Word as well as various operating systems including the timekeeping system and other HR systems.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Police Services Assistant I

Experience:

This is an entry level position.  At least one (1) year of experience in administrative, management, customer service or clerical support is required.

Education/Training:

A high school diploma or GED is required.

An Associate’s degree in Business Administration or Office Technology is preferred. 
    
License or Certificate:

A valid Texas driver’s license; the ability to obtain one within ninety (90) days of employment, or a military waiver is preferred.

Police Services Assistant II

Experience:

Three (3) years of experience with the Department’s Record Management System and Computer-Aided Dispatch and three (3) years of experience with HR systems is required.

Education/Training:

A high school diploma or GED is required.

An Associate’s degree in Business Administration or Office Technology is preferred.

License or Certificate:

A valid Texas driver’s license; the ability to obtain one within ninety (90) days of employment, or a military waiver is preferred.

Special Requirements:

The position requires the ability to work in a standard office environment.
