GENERAL DESCRIPTION

Under the direction of the Chief Marshal, in service to the interests of the City of Abilene and to establish an enforcement arm of the court, imposes compliance with orders of the Court by arresting wanted persons and serving process on others. This work requires responsibility for enforcing laws and ordinances and the arrest and apprehension of persons accused of a crime. Work involves an element of personal danger; employees must be able to act without direct supervision, and are required to exercise considerable independent judgment in emergency situations.  

SUPERVISION EXERCISED

This position exercises no direct supervision.

IMPORTANT AND ESSENTIAL DUTIES

Contacts wanted individuals by phone or in person to serve the process, i.e., summonses, subpoenas, warrants, and citations.

Effect arrests, forcibly if necessary, using handcuffs and other restraints; subdue resisting suspects using physical maneuvers, acquired skills and techniques, including the use of hands, feet, and/or approved chemical or impact weapons in self-defense. Take individuals into custody when appropriate and cause them to post bond or be incarcerated.

Exercise independent judgment in determining when there is reasonable suspicion to detain, when probable cause exists to search and arrest wanted persons, and when and what degree of force should be used.

Safely operate a law enforcement vehicle as required by assignment, during the day and at night, in congested traffic, and in unsafe road conditions, i.e., fog, smoke, rain, ice, snow, etc.

Carry, wear, and/or transport weapons, handcuffs, uniforms, and other equipment as appropriate to the assignment and in the manner prescribed by Department policy.

Maintain order and process and transport prisoners ensuring that they are properly restrained with either handcuffs or another appropriate form of restraint.

Perform clerical work related to duties in a prompt, correct, and legible manner, including maintenance of logs, preparation of correspondence, and other tasks necessary for communicating and obtaining information. 

Read and comprehend legal and non-legal documents, including the preparation and processing of such documents as affidavits, warrants, and citations.

Communicate orally and in writing, in an effective manner to include clear and concise communication over law enforcement radio channels while initiating and responding to radio communications.

Serve as Bailiff in the absence of the appointed Marshal.

OTHER JOB RELATED DUTIES

Perform other related duties and responsibilities as assigned including periodically performing patrol functions in response to calls for service or assistance. However, officers assigned to the City Marshal’s Office will only perform patrol type functions under very specific and directed circumstances.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Arrest laws, self-defense, and Human Relations.

English Language usage including proper spelling, grammar and punctuation.   

Skill to:

Safely operate a motor vehicle.

Safely use and care for firearms.

Ability to:

Interact with other court staff members and members of the Abilene Police Department, Taylor County Sheriff’s Office, and other law enforcement or related entities, to exchange information or aid in the apprehension of wanted individuals.

Endure verbal abuse when confronted with hostile or antagonistic views and opinions of suspects, witnesses, or other people encountered in the course of assignments.

Learn criminal law and criminal procedure with particular reference to the apprehension, arrest and custody of persons with outstanding warrants.

Establish and maintain effective working relationships with fellow employees and the public.

Make decisions and draw conclusions based on the information provided, perform accurate mathematical computations, and use appropriate time management.

Communicate clearly and concisely, both orally and in writing and understand and carry out oral and written directions.

Use standard broadcasting procedures of a police radio system, be observant, and manage adverse situations courteously and tactfully.

Operate standard office equipment including computer equipment, telephone, fax machine, copy machine, and typewriter.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:

City Marshal I

Experience:

Two (2) years previous law enforcement service with at least two years of prior patrol experience is required.

Some experience with transports, and/or court operations is preferred.  

Education/Training:

A High School Diploma or a GED is required.

License or Certificate:    

A Basic Peace Officer License in the State of Texas is required.

City Marshal II

Experience:

Four (4) years of prior law enforcement experience with an exemplary work record is required.

Education/Training:

A High School Diploma or a GED is required.

Two (2) years of education with an emphasis on criminal justice adequate to obtain the required Peace Officer Certification is preferred.

License or Certificate:  

An Intermediate Level Peace Officer or higher in the State of Texas is required.

A valid Texas Driver’s License is required.

Special Requirements:

Ability to travel to different work sites; potential exposure to persons various diseases, hostile attitudes, violent tendencies, and who may be verbally abusive. 

Working conditions include exposure to cold, heat, extreme noise, outdoors, vibration, chemicals, explosive materials, and mechanical hazards.
