GENERAL DESCRIPTION
Under the general direction of the Director of Public Works, provides leadership and direction for all areas within Signs, Signals, and Lighting. Supervises and performs complex and professional engineering duties in the management, planning, programming, design, coordination, and direction of Traffic/Transportation projects; develops City-wide strategies and programs for traffic infrastructure maintenance and improvements, including pavement markings, signage, street lighting, traffic signals, and ITS. Responsible for the efficient and effective functioning of the Signs, Signals, and Lighting Division. Requires contact with governmental officials, private entities, and the public. Employees at this level are virtually self-supervising and assume direct accountability for the work produced.
SUPERVISION EXERCISED
Exercises direct supervision over supervisory, professional, technical, field, and clerical staff.
IMPORTANT AND ESSENTIAL DUTIES
Supervises, plans, and coordinates work of the Signs, Signal, and Lighting Division.
Acts as liaison with the Federal Highway Administration, National Highway Safety Administration, Federal Transit Association, and City divisions concerning traffic operations, construction, and traffic safety projects.
Prepares plans and specifications for new and revised traffic signals, channelization, street lighting, and other traffic system projects. Reviews, signs, and seals city plans and plan revisions. Supervises and participates in the inspection of traffic system improvements. Coordinates Traffic Services projects with other governmental agencies such as TxDOT and County Commissioners.
Delegates routine and important tasks and decisions, and has ultimate accountability for division.
Prepares and administers the annual division budgets for Signs, Signals, and Lighting and maintains project budgets to ensure projects stay within allocated budgets.
Oversees Traffic contracts, issuance of work orders, construction schedules and job progress on construction, traffic and maintenance projects including (but not limited to): installation, removal, replacement, or modification of traffic signals, signs, markings, protective structures, street lights, and transportation facilities.
Oversees the design, installation, maintenance and repair of the following (but not limited to): traffic signals, communications, railroad crossing equipment, signs, pavement markings, and traffic management system.
Oversees and prepares traffic engineering studies and warranting of traffic signals and speed zones, including preparing reports and recommendations.
Works with and advises developers on traffic impacts; reviews subdivision plats, site plans, and zoning requests for traffic impacts.
Provides traffic engineering expertise and assistance to other City divisions and governmental entities; represents the division before City Council, the Metropolitan Planning Organization, City Management, the public, and other Governmental Officials.
Oversees the compliance with ADA standards and practices for City of Abilene Public Works projects.
Represents the Division to the public, makes media presentations, speaks at public functions and participates in other civic endeavors.
Administers the School Crossing Guard Program and facilitates the training of city personnel for school crossing duty.
Serves and participates on various boards and committees. Examples include (but not limited to): Metropolitan Planning Organization - Technical Advisory Committee, Development Review committee.
Analyzes traffic accident reports and makes recommendations for improvements, using data and evidence regarding traffic accidents on City streets.
OTHER JOB RELATED DUTIES
Performs other job related duties and responsibilities as assigned.
Available to respond to weather and emergency conditions at all times, as required.

Experience and Training Guidelines:
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:
Experience:
Five (5) years of experience in municipal traffic engineering is required.
Three (3) years supervisory/managerial experience is required. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Education/Training:
Work Zone Traffic Control/Qualified Flagger, and Synchro traffic simulation, or equivalent training to be obtained within six (6) months of employment is required.
The following Texas Department of Transportation (TxDOT) or equivalent training is preferred:

License or Certificate:
A Bachelor's Degree from an accredited institution in an Engineering related discipline is required.
Possession of, or ability to obtain, within six (6) months of employment a Certificate of Registration as a Professional Engineer in the State of Texas is required.
A valid Texas Driver’s License; the ability to acquire Texas Driver’s License within ninety (90) days of employment, or an appropriate military waiver is required.
The following certifications are preferred:
IMSA Level I Signs and Pavement Markings Certification
IMSA Level II Signs and Pavement Markings Certification
IMSA Level I Signal Certification
IMSA Level II Signal Certification
IMSA Level I Signal Inspection Certification

Essential duties require the following physical skills and work environment:
