PUBLIC HEALTH STRATEGIST

Substance Use Prevention

 

The primary responsibility of this position will be to plan, organize, and administer the Kenosha Overdose Response Initiative (KORI) grant activities.  These include training first responders on Narcan, Fentanyl safety, and stigma reduction, providing support and referrals for Substance Use Disorder (SUD) recovery resources and treatment for overdose survivors, their families, and high-risk populations. This position is funded by a 4-year federal grant through the Substance Abuse and Mental Health Services Administration (SAMHSA) and works on advancing health equity in Kenosha County.

 

This is a contract-funded position.  The full annual earning potential for this position in 2022 is:  $52,938 (minimum) - $73,583 (maximum).  Hiring range is $52,938 - $63,260.

 

DUTIES AND RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Employees may be requested to perform job-related tasks other than those specifically presented in this job description.

  • Plan, coordinate, and conduct KORI grant activities outlined in the work plan

  • Communicate grant activities and progress with funders, community partners, and internal county divisions

  • Develop and maintain cooperative working relationships with first responder agencies such as fire departments, emergency departments, law enforcement agencies, and behavioral health organizations

  • Foster a collaborative environment with the many internal and external divisions and partner agencies that have a role in substance use response within Kenosha County; this may involve the evolution of broader systems change with sensitivity

  • Continually seek out quality improvement opportunities to refine/enhance the diversity, equity, and inclusion of programs and services 

  • Assist in the development of substance use and abuse information and resources for community education

  • Provide community health education on topics such as Narcan use and addiction through presentations, training workshops, and program promotion with individuals and groups

  • Identify populations and systems affected by overdoses

  • Plan, write, coordinate, and conduct grant activities

  • Develop information, resources, and reports including work plans

  • Implement data collection methods and tools to evaluate the effectiveness of programs and services including working with partners for improved data sharing

  • Contribute to the development of applications for funding to support substance abuse prevention

  • Provide support to Kenosha County Public Health staff and community throughout public health events, incidents, and emergencies

  • Perform other duties as required or assigned

 

QUALIFICATIONS

Minimum Education and Experience

  • Bachelor’s degree in public policy, public health, or a similar field from an accredited college or university preferred

  • A minimum of two years of experience in community health, coalition coordination, program coordination, and/or functions related to the position preferred

  • Or, any combination of education, training, and experience that provides the required knowledge, skills, and abilities

Preferred Education and Experience

  • Master’s degree in public policy, public health, or related field from an accredited college or university

Other Job Requirements

  • Valid driver’s license and acceptable driving record

  • Access to a personal vehicle for use in the performance of the job

  • Financial planning and management: operate programs within budget and contribute to the development of program budgets

  • Work independently to meet deadlines

  • Maintain confidential information

  • Remain professional and courteous at all times

  • Use Microsoft Word, Outlook, and Excel

  • Communicate in both English and Spanish (a plus)
