The Salvation Army, an internationally recognized non-profit, faith based organization, has a job opening for a Senior Director of Finance & Administration in the Finance Department at North Texas Area Command, located in Dallas, TX.  

Job Summary:

Plans, develops, administers, leads, and supervises the Business Administration function for the North Texas Area Command operations which includes the following areas: Accounting & Finance, Information Technology, and Administrative Services; oversees the strategic planning and evaluation of these operations throughout the Command and ensures compliance to the same which includes any legal requirements, standards, and regulations; Oversees the development, administration, and maintenance of the budgets for all North Texas operations and monitors to ensure compliance; Collaborates with the Area Command Leadership team and Corps Officers to ensure programs are supported efficiently; collaborates with the Community Relations team to ensure fundraising efforts are supported and monitored for efficiency and success.

Supervisory Responsibilities (30%)

Plans, directs, and supervises the work of assigned staff; trains and instructs employees in the proper methods and procedures; monitors work in progress and upon completion to ensure accuracy, completeness, and compliance with established policies and procedures; conducts performance evaluations and provides salary and hiring/firing decisions.


Administers, leads, plans, and supervises all areas of the Business Administration Department, which results in fiscal stability, programmatic accountability and enhanced development of the department and its areas of operation which includes the areas: Accounting & Finance, Information Technology and Administrative Services.



Directs all accounting and financial functions for North Texas, including accounting, reporting, and budgeting; monitors the financial condition of these operations and reports concerns to the Managing Director and senior leadership team; prepares and administers budgets and monitors expenditures for compliance with the same.



Strategic Planning and Evaluation Responsibilities ( 40%)

Coordinates with the Area Commander and Managing Director to identify and establish short and long-range plans, goals, and objectives for the Business Administration Department; establishes operational mission statements and objectives for all areas related to business administration; provides leadership, motivation, direction to staff in achieving these goals and objectives.


Oversees and assists with the long-range planning of all Area Command property, equipment, fleet, and inventory; directs plans for repairs, upgrades, purchases, and renovations.


Proposes, reviews, and/or approves any conversions, upgrades, or enhancements to human resources processes and systems.


Directs all information technology functions and strategic planning for the Area Command; ensures the proper integration, implementation, and support of computer systems; reviews and evaluates support services provided to computer users.


Coordinates with the Senior Director of Property & Procurement to develop capital budgets and plan for funding of all Area Command property, equipment, fleet, information technology and inventory lifecycles.


Proposes, reviews, and/or approves multi-year budgeting for long-range financial plan and goals.


Create processes for and monitors monthly variance reporting on revenue and expenses for each department to determine financial health of organization on an ongoing basis.


Oversee monthly reconciliation process with Community Relations and government funding.


Coordinate with Property & Procurement to establish multi-year capital expenditure plans, and with the Finance, Adult and Family Services to establish program budgets.


Financial Consultation Responsibilities (10%)

Research, analyze, and prepare ad hoc analyses/reports. Provide short- and long-term forecasting, identifying areas of concern and recommending actions to alleviate potential adverse issues. Provide recommendations to Area Commanders and Managing Director for final decision making.


Conducts periodic audits of budget items, including comparing per diems to actual expenses and other budget-to-actual comparisons.


Creates and maintains a series of financial controls and procedures for the Finance department.


Provides direction, guidance, and reporting of government funded grant related issues, including budget revisions and variance analysis comparing budgets to actuals.


Coordinate with the Finance department on tracking all federally funded grants, contracts, and other large grants, in accounting software system and produces reports, as needed.


Provides direction, guidance, and oversight of reporting of financial activities within the North Texas Area Command.



Liaison Responsibilities (20%)

Serves as primary Business Administration staff liaison to the three county Advisory Boards on behalf of the Business Administration Department. Plans and Leads Finance Committees for each board in coordination with the Finance Chairs.


Plans, directs, and oversee internal audit functions to ensure compliance with The Salvation Army’s organizational policy and procedures and assist internal and external auditors in support with financial preparation.


Conducts, prepares, and provide monthly budget and finance reporting to North Texas Corps Officers, Area Commander, and Managing Director. Serves as liaison responding to questions, researches, and provides specific and general budget and finance information ensuring the accuracy, completeness and timeliness to all information provided.


Conducts and prepares monthly reports related to budget preparation and submission to the Executive and county Advisory Boards; tracking expenditures and/or revenue. Serves as liaison to outside organizations, vendors, and local Officers with regards to all Business Administration operations; attends local meetings and other community involvements, which are pertinent to the provision of quality business services.

Other Responsibilities:

Participates in continuing education opportunities, conferences and seminars to enhance professional growth and encourages/supports continuing education of staff.


Travels, as needed, to represent The Salvation Army both locally and abroad to support and enhance all management services.


Performs public speaking to promote awareness and support for Salvation Army programs.

Performs other duties as assigned.

Ability to prepare and maintain reports in an accurate, complete, and timely manner.

Ability to read, write and communicate the English language effectively.

Ability to read and interpret financial reports and accounting information.

Ability to read and interpret policies/procedures, legal documents and requirements to ensure compliance.

Ability to work independently and with limited supervision.

Ability to speak before small and large groups of people.

Ability to build and maintain effective working relationships with Salvation Army officers, employees, and the community.

Ability to administer budgets and monitor expenditures for compliance with the same.

Ability to travel to various locations in order to participate in audits, meetings, etc.



Education and Experience:

Masters degree from an accredited college or university in business administration, finance, or a related field,




Eight years progressively responsible experience coordinating and supervising similar management services, with two years recent experience with responsibility for accounts, budgeting, cost accounting, and finance (or equivalency of training).

Valid State Driver License



Physical Requirements:

Ability to meet attendance requirements.

Ability to read, write, and communicate the English language effectively.

Ability to perform mathematical computations.

Ability to travel to various locations in order to participate in public meetings, conferences, etc.

Ability to work under the pressure of deadlines and time constraints.

Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.

Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.).


Working Conditions:

Work is usually performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like, but not limited to the office.
