Job Summary:

Plans, schedules, supervises and monitors the day-to-day general maintenance and repair of the Area Command, to include buildings and officer’s quarters; plans, schedules, assigns and supervises the work of subordinate employees; negotiates, supervises and monitors all contracted maintenance services; oversees facility projects, both renovation and new construction, to support The Salvation Army’s property department from conceptual stage through planning and construction; ensures equipment remains in proper working order and in compliance with standard operating procedures and safety standards; participates in more difficult repair work; maintains an inventory of all Salvation Army property and administers a departmental budget.

Supervisory Responsibilities (40%)

Plans, schedules, supervises and monitors the day-to-day general maintenance and repair of the AC, to include social service buildings and officer’s quarters; plans, assigns, coordinates, supervises and evaluates work of the assigned staff; instructs and trains employees in proper methods and procedures; monitors work in progress and upon completion for quality, completeness and compliance with established policies and standards; conducts performance evaluations of subordinate employees, interviews and makes hiring/firing recommendations.

Plans, coordinates, supervises and evaluates skilled maintenance, construction and repair work performed by outside contractors throughout the geographical area of responsibility; responsibilities include plumbing, electrical, carpentry, heating, ventilation, and A/C work; provides technical guidance for more complicated repair work.

Project Management and Evaluation Responsibilities (35%)

Monitors and reports on all phases of planning and construction, or similar projects in conjunction with project status meetings to provide major timeline milestones, basis for performance measures, completed tasks, resource requirements and final quality and reliability inspections.

Assists in planning renovation projects and development programs for Salvation Army Facilities; evaluates construction repair and renovation requests to identify need, cost and feasibility in order to prepare recommendation for approval and scheduling; prepares, prioritizes and monitors all repair requisitions and property proposals.

Assists in the preparation and monitoring of the property management budget; reviews, monitors and approves expenditures to ensure compliance with budget constraints.

Researches and secures all outside contractors for both routine service (for alarm systems, water treatment, etc) and special services such as renovation construction; explains maintenance and repairs desired/needed; monitors work to ensure quality and completeness of work.

Assists in establishing and monitoring maintenance programs, energy conservation and other repair projects that may be needed.

Monitors and facilitates resolution of construction contract disputes and claims.

Vendor Relations and Liaison Responsibilities (15%)

Develop and maintains a network of qualified sub-contractors, vendors and professional services; periodically reviews and maintains list of providers to ensure multiple projects can be conducted simultaneously, competitive pricing is available and quality work is accomplished.

Acts as liaison to the Advisory Board, DHQ Facilities, Corps Officers, and outside contractors; builds and maintains relationships with each.

Administrative Responsibilities (10%)

Programs and monitors energy management system which tracts and detects the operation level of all heating, air ventilation, air conditioning, lighting, irrigation and security equipment; ensures that all equipment remains operational; tracks energy consumption levels in an attempt to optimize/conserve energy reserves.

Prepares and submits all contracts and paperwork necessary to approve and secure all special services, renovations, and construction projects; ensures all records for maintenance work is maintained in an accurate manner.

Maintains accurate records and documentation related to construction contracts and project planning.

Other Responsibilities:

Assists department in the completion of complex maintenance work as needed.

Available, upon request, to assist other service locations within the AC that are owned by The Salvation Army.

Performs other duties as assigned.

 Knowledge, Skills and Abilities: 

Knowledge of facilities planning and construction management processes and procedures.

 Knowledge and skill to prepare and complete project reports through the use of project management software or similar.

Knowledge of the methods, materials, tool and practices used in at least two of the building, electrical or mechanical trades.

Knowledge of the occupational hazards and safety precautions of the trades involved.

Knowledge and skill in the care and use of tools and equipment used in the trades involved.

Ability to supervise, prioritize, motivate, monitor and evaluate the work of subordinate maintenance employees.

Ability to present a positive and professional image of The Salvation Army.

Ability to prepare and administer a departmental budget.

Ability to negotiate, supervise and monitor contract maintenance services. 

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

High school diploma or G.E.D., with two years course work from a vocational or technical school in heating, ventilation, and air conditioning, plumbing, electrical, and construction trades,

and

Five to seven years progressively responsible experience performing skilled maintenance and repair work for commercial buildings and grounds with at least three years in a supervisory capacity,

or

any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Certifications:

Valid State Driver's License 

Physical Requirements:

Ability to meet attendance requirements.

Ability to read, write and communicate the English language effectively.

Ability to drive Salvation Army vehicles in a safe manner.

Ability to perform strenuous, heavy work involving the lifting and carrying of heavy objects when assisting with maintenance projects.

Ability to perform continuous walking, stooping, standing and some climbing when assisting with maintenance projects.

Ability and willingness to conduct all duties in accordance with the ministry of the organization and its Christian principles; conducts all communications and job duties with the highest level of professionalism. 

Duties require frequent periods of physical mobility including but not limited to standing, walking, climbing, stooping, squatting and lifting when assisting with maintenance projects. Physical duties may be relieved by brief or occasional periods of sitting.

Limited amount of physical effort required associated with lifting, moving, and carrying light objects (up to 25 lbs.) frequently.

Working Conditions:

Work is usually performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like, but not limited to the office environment.
