About this opportunity:

Identifies and diagnoses compliance activity. Manages and documents information required for grants and contract reporting. Assists with analyzing, interpreting, and applying Federal, State, Local Government, and private funders’ statutes, rules, and regulations regarding grant administration. Ensures that all grant deadlines and deliverables are met on time. Assists the Director of Red Shield Service and Metro Area Command Social Services Department, in investigating any possible non-compliance issues or errors and developing appropriate responses and/or correction to the investigative findings. Develops and coordinates the delivery of plans where needed.

Key responsibilities:

  • Manages reimbursements and submissions related to public agreements such as ESG, CDBG, EFSP, VA, ARPA, and CARES funding by compiling monthly reports: tracks invoices, assigns bills, allocating for monthly reimbursement, and ensures invoices are documented in vendor file with proof of payment.
  • Utilize the Ceridian Portal, the employee payroll system, to generate necessary reports for public funding agreements enabling billing for employee salaries. Understand the distinction between net and gross pay and possess the ability to calculate FICA deductions.
  • Ensures that all grant deadlines and deliverables are met while ensuring that the core tasks are still performed.
  • Demonstrates consistently correct decision making when judging the level of seriousness of compliance issues, the mitigating actions required and the management level to which it must be elevated.
  • Applies professional judgment to understand and recommend different compliance approaches by function and whether non-financial or financially based.
  • Works with the Director of Red Shield Services and Business management on budgeting, benefits, associated costs, and improving understanding of strategic and operational compliance.
  • Continuously and actively develops technical knowledge in relation to new TSA, RSS initiatives, and Public Funder systems, for use in generating and/or submitting monthly data, information, payroll, and other information.
  • Coordinates and supports the operations of all RSS audits. Provides compliance and audit monitoring of grants, projects, and initiatives. Leads, conducts, and documents an annual internal audit of the RSS’s data and performance.
  • Promptly reports compliance issue to Supervising parties.
  • Assists the Director of Red Shield Service and Metro Area Command Social Services Department, in investigating any possible non-compliance issues or errors and developing appropriate responses and/or correction to the investigative findings.
  • Generates necessary report for monthly reimbursement and billing employee salaries. Completes monthly status reports in accordance to established policy, procedures, and funding requirements.
  • Pro-actively develops suggestions and/or recommendations for the commitment of resources to compliance activities and needs.
  • Interacts with evaluators and oversees inspection activities at the RSS.
  • Coordinates monitoring meetings, site tours, and preparations with funders for activities, scheduling, and file compliance review.
  • Assists the Director in interpreting and implementing new regulations issued by governing bodies.
  • Assists in training staff in new procedures and protocols.
  • Participates on the RSS management and program teams.
  • Assist in developing and updating the policy and procedure manual.
  • Performs other related work as required.

What we are looking for in you:

  • Bachelor’s degree from an accredited college or university in Social Work, Behavioral Science, Business Administration, or a related field; and
  • Three years of data or fiscal management/compliance duties, or
  • Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • Valid Driver’s License

Physical Requirements and Working Conditions:

Ability to meet attendance requirements. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time. Work is performed in an environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like. Occasional travel to other sites and may require shared use of spaces.
