Associate Director, Human Resources
Founded on Skid Row in 1980, Para Los Niños provides education and wraparound support, serving over 10,000 children, youth, and families annually in some of the most underserved areas in Los Angeles. Under the direct supervision of the Managing Director, Human Resources, the Associate Director, Human Resources will provide excellent service and guidance in the area of Human Resources for PLN’s Student & Community Services and Administration divisions. The Associate Director, Human Resources will provide thought partnership to the PLN leadership team to support the divisions and provide HR service to PLN employees.
The Associate Director, Human Resources will perform a broad range of duties spanning the full employment cycle, including, but not limited to providing expert counsel, support, and monitoring of the following:
- Employee relations: Support and manage employment-related inquiries from employees and supervisors, referring complex and/or sensitive matters to the appropriate staff. Conduct employee disciplinary meetings, terminations, and investigations. Ensure the timely processing of all personnel changes. Manage and maintain updated records on all staff in the division.
- Workforce planning and talent management: Support divisions with proactive workforce planning.
- Compensation: Collaborate with the HR Leadership Team to monitor pay health and equity, and partner with the Talent Acquisition team to determine initial compensation offers.
- Labor laws and legal compliance: Manage HR oversight process and audits within assigned division. Collaborate with division staff to prepare for oversight visits and audits. Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices. Review policies and practices to maintain compliance. Maintain knowledge of trends, best practices, regulatory changes, and new technologies in education, human resources, talent management, and employment law.
- Training and development: Partner with managers in identifying appropriate training and growth opportunities for staff.
- Employee satisfaction: Support leaders with ensuring a healthy work-life balance for staff.
- Performance management: Support and troubleshoot performance management issues and may assist leaders with goal setting.
Qualifications and Experience Requirements
- Excellent written and verbal communication skills to effectively communicate with internal and external colleagues; Ability to write memoranda, create reports and facilitate meetings.
- Strong organizational skills with an ability to manage multiple priorities simultaneously.
- Data fluency: Expertise in designing/evaluating both systems generated reports and ad hoc reports; Utilizes data to make objective decisions and recommendations.
- Goal Setting: Understanding of outcome-based performance and process for determining key metrics.
- Ability to work independently, and coordinate multiple large projects through planning, prioritizing, and multi-tasking in a fast-paced environment.
- Proficient in Microsoft Office, HRIS (Dayforce knowledge a plus).
- Ability to display sensitivity, tact and responsiveness in various situations and maintain a high level of confidentiality.
- Ability to understand and interpret agency and department/school policies and procedures.
- Bilingual (English/Spanish) highly preferred.
- Valid driver’s license plus ability to provide own transportation to complete travel requirements of job.
- Regular/Daily travel to sites and meetings as needed, 30-40%.
Education and Certification Requirements
- Bachelor’s Degree in Human Resources or related field; master’s degree a plus.
- 5 -7 years of Human Resources experience, including at least 3 years strategizing and serving as a thought partner to people managers.
- HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) highly preferred.
- Clear understanding of HR practices and legal requirements.
- Knowledgeable of federal, and state labor laws and guidelines for employers.
- Demonstrated ability to research and analyze problems, and provide feedback and recommendations.
- Successfully pass all post offer, pre-employment screening requirements, including criminal background check, drug test and provide proof of eligibility to work in the United States.
- Must have reliable transportation and State required automobile insurance coverage and valid.
- Class C California driver’s license (mileage to be reimbursed).
- TB clearance to be renewed every year.
