Technology Services - GIS Technician I/II/III/IV
GENERAL DESCRIPTION
Under direction of the Assigned Supervisor and GIS Staff, creates, edits, or imports data into the Enterprise GIS and related databases using GIS software according to the GIS Division standard operating procedure and best practices. Produces basic to advanced cartographic products to support the various departments within the City of Abilene, Taylor County, and other local government agencies pursuant to a collaborative Inter-local agreement.
SUPERVISION EXERCISED
GIS Technician I, II
This position has no supervisory responsibilities.
GIS Technician III, IV
This position may exercise technical lead over lower-level staff as directed.
IMPORTANT AND ESSENTIAL DUTIES
Creates, edits, or imports data into Enterprise GIS and related databases from various data formats, projections, and scales to ensure accuracy of created/updated spatial information using GIS software.
Exports data as needed to support various departments within the City of Abilene, as well as private citizens and contractors to support City of Abilene and/or Taylor County operations.
Produces cartographic and informational products and reports to support a wide variety of City and/or Taylor County operations.
Primarily responsible for editing multiple features into Enterprise GIS including, but not limited to, road network, land use, zoning, and addressing.
Fields requests for GIS products and data in the form of phone calls, emails, and walk-in requests from Citizens and City Staff.
Fields requests for 9-1-1 addressing in the form of phone calls, emails, and walk-in requests from Citizens and City Staff.
Field work to include, but is not limited to, GPS Data collection for 9-1-1 Addressing.
Operate a City vehicle, as needed, to travel to various City and/or County locations.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Basic principles, methods, techniques, and procedures utilized in the maintenance, and production of geospatial data, tabular data, and graphics as needed to produce and develop needed GIS data.
GIS Technician II, III, IV
Computer-Aided Dispatch (CAD) and GIS data used and managed within these systems.
Cartegraph data and City assets in that system.
Database and GIS schemas.
GIS Technician III, IV
Computer-Aided Dispatch (CAD) and GIS data used in business practices on these platforms:
Cartegraph and the use of the system to maintain City assets in that system.

GIS Technician IV
Industry standards and operational procedures in the GIS environment.
Licensing models and methods for ESRI and related products and services.
City funding and acquisition methods.
Skill to:
Manipulate GIS data and operate ESRI ArcGIS Desktop and ArcGIS Pro to support day-to-day operations of the city.
Perform accurate GIS data production, including reviewing data for completeness and accuracy; identifying and correcting errors or omissions in the data.
Use Geographic Information System software such as ESRI suite of products (ArcMap and ArcGIS Pro), as well as, Vector Graphic Editing Software: Adobe Illustrator, and Tabular Data Editing Software: Microsoft Excel, etc. as needed to manipulate Vector/Raster GIS data, fulfill project obligations, and meet city, county, and 9-1-1 Addressing requirements.
Use Geographic information system hardware such as scanners, plotters, portable hard drives, personal computers, mobile devices, GPS equipment, and printers as needed to fulfill project obligations and meet city requirements, county, and 9-1-1 Addressing requirements.
GIS Technician II, III, IV
Maintain GIS data for CAD systems.
Maintain assets within Cartegraph and communicating with users who encounter issues.
Use Python and SQL statements for task automation and data conversions.
GIS Technician III, IV
Lead implementation of systems that use GIS.
GIS Technician IV
Writing and maintaining technical policies and procedures.
Establish standards for related technical and business functions.
Establish budgets and acquire products and services through City processes.
Lead technical teams, projects and initiatives.
Ability to:
Create web-apps and web-maps that follow cartographic design principles for use by the public and City/County departments.
Learn how to apply geographic principles and practices to the maintenance of a geographic information database as needed to keep data as up-to-date and accurate as possible.
Prepare and interpret reports, diagrams, charts, and technical drawings as needed to complete projects and other departmental obligations.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

GIS Technician II, III, IV
Add users to GIS databases, ArcGIS Online and GIS portals.
Assist with implementing new systems that use GIS.
Troubleshoot issues within Cartegraph.
Communicate with Cartegraph Support when unknown problems are encountered.
Identify and analyze software and subscription requirements and propose solutions.
GIS Technician III, IV
Perform quality assurance / control for cartographic products including paper and web-based maps.
Perform quality assurance / control for data edits to include Municipal Boundaries, Emergency Service Zones, Fire Department Response Areas and Police Department Response Areas.
Perform quality assurance / control for user accounts to include managing licensees, subscriptions and annual software maintenance.
Manage users and permissions on GIS Databases, ArcGIS Online and GIS Portal.
Review software and subscription use, requirements and funding requirements.
Lead, manage, and perform as a team member in a manner that accomplishes the Division’s mission and treats team members with dignity, courtesy, and respect.
GIS Technician IV
Establish standards, policy and procedures for GIS technical and business functions.
Leverage leadership tools and methods to successfully lead teams, projects and initiatives.
Lead the acquisition of products and services.
Experience and Training Guidelines:
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:
Experience:
GIS Technician I
Two (2) years of experience with relevant computer equipment and software applications required.
One (1) year of experience with GIS software, preferably ESRI is required.
GIS Technician II
Three (3) years of experience with computer equipment and software applications is required.
Two (2) years of experience with GIS software, preferably ESRI, is required.
GIS Technician III
Four (4) years of experience with relevant computer equipment and software applications.
Three (3) years of experience with GIS software, ESRI, is required.
GIS Technician IV
Five (5) years of experience with relevant computer equipment and software applications is required.
Five (5) years of experience with GIS software, ESRI is required.
Education/Training:
GIS Technician I
An Associate’s degree in Geography, Computer Science, Software Engineering, Computer Information Systems or a Certificate in GIS is preferred.
GIS Technician II
A Bachelor’s degree in Geography, Computer Science, Software Engineering, Computer Information Systems or a related field is preferred.
GIS Technician III
A Bachelor’s degree in Computer Science, Software Engineering, Geographic Information Systems or a related field is preferred.
GIS Technician IV
A Bachelor’s or Master’s degree in Computer Science, Software Engineering, Geographic Information Systems or a related field is preferred.
License or Certificate:
A valid Texas driver’s license; the ability to obtain one within ninety (90) days, or a military waiver is required.
Certificate in GIS is preferred.
Special Requirements:
Ability to obtain a Criminal Justice Information System (CJIS) Certificate is required.
Ability to obtain a Texas Law Enforcement Telecommunications System (TLETS) Certificate is required.
Work is primarily performed in a climate-controlled office environment.
Ability to work in a standard office environment.
